Look for Halo 5 Forge Bundle in the windows store, which also includes the halo app. The standalone version still shows up as unavailable but the bundle triggered the download for the main game for me! When the download is complete and you're back on your target PC (with the downloaded.Appx/.EAppx). Start the download of Halo 5 Forge from the Windows Store on this PC, but pause it after about 10 MB. This is so your PC obtains the licence information for the game so it can activate on first launch.

Microsoft stated that it will add a custom server browser at a later date.
PC gamers will need the Anniversary Edition of Windows 10 in order to launch Halo 5: Forge.
